İŞKUR Student Application Guide
What Are the Eligibility Requirements for the İŞKUR Youth Program?
a) To be a citizen of the Republic of Türkiye,
b) To be registered with the Institution,
c) To be at least 18 years old,
ç) Not to receive an old-age or disability pension,
d) Not to have been an employee of the contractor or its affiliated, related, associated, or subsidiary organizations within one year prior to the program request date and up to the date the program actually starts,
e) Not to have been reported as insured, or to be deemed uninsured, under Article 4 of Law No. 5510 during the last one-month period prior to the application date,
f) Not to have been reported as insured, or to be deemed uninsured, under Article 5 of Law No. 5510 as of the application date,
g) To meet the household income requirement (If the household income at the address where the program application is made exceeds three times the net minimum wage, individuals in that household cannot benefit from the program. Communal living areas are exempt from this provision.),
ğ) Not to be a beneficiary of active labor force or unemployment insurance programs offered by the Institution,
h) To be active students enrolled in face-to-face associate, undergraduate, graduate, and doctoral programs of the contracting university. (Open education and distance education students cannot benefit. Those who have frozen their enrollment and/or are in passive status cannot benefit.)
How many hours per day and how many days in total will participants work?

Participants will work
(a full 7.5 hours must be worked per day; there is no option to split the 7.5 hours within the day)
up to a maximum of 3 days per week.

Participants may choose to work 1, 2, or 3 days per week according to their course schedules. After the program starts, participants will notify the relevant unit of their working days in writing.
- For how long at most can a participant benefit from the İŞKUR Youth Program?
- Under the Regulation on the Execution of the Workforce Adaptation Program, a participant may benefit for a total of up to 140 actual days.
Application Process;

Applications will be received between 14–18 October 2025.
IMPORTANT: Once students complete their applications, they cannot change their preferences; therefore, it is crucial to enter the correct portal of the unit where they wish to work.
Example: If the desired unit is the Faculty of Education, the application must be made via the Faculty of Education Portal specified in the announcement.
To expedite subsequent procedures, applicants are advised to prepare the required documents listed below in a format suitable for digital upload.
- After applications are submitted, İŞKUR will evaluate the applicants according to the stated eligibility criteria and send the list of those eligible to work under this program to our University.
- 23–24 October 2025 A Notary Public Draw will be held based on the list sent by İŞKUR.
- 20–31 October 2025 Following the draw, students entitled to work will complete their applications by digitally uploading the required documents via the ………………………. site indicated below. Only the İŞKUR Youth Program Participant Undertaking (wet-ink signature) and the medical report will be collected from students in person. Students who do not upload their documents by the end of business on 31 October 2025 and who do not deliver the wet-ink signed Participant Undertaking and the medical report in person will forfeit their rights.
- 3–7 November 2025 The documents delivered will be examined; for students with no obstacles to entry, SGK (Social Security) registrations will be made.
- 10 November 2025 Students who are entitled to work will start working in their units.
Documents to be submitted by students:
All required documents will be uploaded digitally through the Program announced on the University website. Only the İŞKUR Youth Program Participant Undertaking (wet-ink signature) and the medical report will be delivered by students in person.
Students who do not deliver the wet-ink signed undertaking and the medical report on time will not be registered and will forfeit their rights.

• Criminal Record Certificate (via e-Government)
• Residence Certificate and Address History & Other Address Document (via e-Government)
• Document listing all persons residing at the same address [for the address used in the application (via e-Government)]
• Barcode service record or a document to be obtained from the Provincial Directorate of SGK showing the student’s registered income and service status (via e-Government)
• If there are employed or retired persons living in the same household, the payslip or income statement for September 2025
• IBAN / Account number obtained from İş Bankası Balıkesir Branch
• Undertaking (In person)
• Medical Report (In person)
